Anxious to limit pollution from local to global level, the Safeguarding of the Coteaux du Lyonnais Intercommunale (18 local committees and 11 member associations), created in 1990, is above all an association for the protection of the environment. It contrasts with the motorway network (A45: Saint-Étienne – Lyon, COL: West bypass of Lyon) which threatens the West of Lyon where local agriculture remains very efficient.
It endeavors to demonstrate, with its partners, the dangers that these projects represent, not only for the environment crossed, but also for the city of Lyon and its agglomeration.
It refuses projects that increase road capacity and does not want them here or elsewhere! :
- the A45 motorway, which is no longer relevant: ABANDONED
- the COL which would not solve the congestion of urban roads, mainly used for home / work journeys: PENDING
- the TOP (Western Section of the Périphérique, known as the "Science Ring"), the gigantic cost of which would have prevented the further improvement of public transport: ABANDONED
It recommends the reduction of all travel and the transfer of traffic of goods and people to modes that consume less space, energy and pollute less.
Present every year at the Salon Primevère, it organizes hikes, nature outings, screenings, fairs and conferences. In addition to its fight against infrastructures with a strong environmental impact, it works to improve the quality of life.
During consultations organized by the State, the SCL actively participates and raises the awareness of citizens so that they can express themselves and guide political choices.
In the spring of 2005, during the public inquiry relating to the Territorial Development Directive for the Lyon Metropolitan Area, it recorded, in the official registers, nearly 6,000 signatures refusing the project based on the motorway network: 143 municipalities and the Rhône Department deliberated against this DTA.
In early 2006, she denounced the scandalous "maneuver" of senators and deputies who, in order to validate the concession of the A89 between Balbigny and La Tour-de-Salvagny, adopted a law in an emergency, using the procedure of simplified examination, to circumvent the opinion of the Council of State.
SCL cannot accept that motorway projects be validated one after the other without any 21st century environmentalist logic. How can this absurd policy enable greenhouse gas emissions to be divided by 4 by 2050?
She uses all legal means to have the official decisions that she contests annulled, but is increasingly perplexed as to the neutrality of the Council of State.
It thanks all the municipalities and communities of municipalities and the Rhône Department which, through their official deliberations, confirm their refusal each time a prefect tries to relaunch the projects.
In its logic of supporting local agriculture and short distribution circuits, SCL accompanies all the formulas that allow producers to make a decent living from their work and consumers to access fresh, quality food and reasonable prices.
